User Preferences JWT Auth Support

Support for JWT authentication has been added to the following User Preference REST API endpoints:

• PUT | PATCH | DELETE /users/:user_id/preferences/:topic_id
• GET /users/:user_id/preferences
• GET /users/:user_id/preferences/:topic_id
