How to use this tool
- 01Add a line for each destination you send to. Rates are set by the recipient's country calling code, so the same template costs different amounts in Brazil and Germany.
- 02Pick the category per line. Marketing, utility, authentication and service are priced separately, and in most markets marketing costs several times what utility does.
- 03Enter the messages Meta delivers in a typical month. Meta charges on delivery, not on send, so use delivered volume rather than attempted.
- 04Read the per-market breakdown. Volume pricing is applied for you, so at higher volumes you get the band ladder showing which messages earned which rate, and the total bulk discount against list rates.

What Meta charges for
Meta bills per message delivered, not per message sent, and the rate comes from two things: the recipient's country calling code, mapped to a rate-card market, and the category of the message. There are four categories. Marketing covers promotions and anything that reads promotional. Utility covers messages tied to a user action, like an order update. Authentication covers one-time passcodes. Service covers replies inside the 24-hour customer service window a user opens by messaging you.
A few things are free and stay free. Messages a user sends you cost nothing. Anything you send inside a 72-hour free entry point window, opened when someone reaches you from a Click to WhatsApp ad or a Page call-to-action button and you reply within 24 hours, costs nothing for delivery. Those are excluded here rather than modelled, so enter only the volume you expect to be charged for.
One more rule catches people out: a message has exactly one category and is charged once. A utility template with a promotional line in it is categorised as marketing and billed as marketing, not as both.

What changed on October 1, 2026
Three things changed at once, and two of them created charges where there had been none.
Service messages are now charged. They had been free since November 2024. They are billed per message at the same rate as utility and authentication in that market, with no volume tiers at all.
Utility templates sent inside an open customer service window are now charged. They had been free since July 1, 2025. If you answer support tickets with utility templates, this is the line that moved your bill. The calculator prices every utility template as charged under both rate cards, so the comparison above isolates the service charge and the market changes rather than resting on a guess about how much of your utility is a reply.
Nine markets also stopped sharing a regional rate and now have their own row: Bangladesh, Iraq, Kazakhstan, Kuwait, Morocco, Nepal, Oman, Sri Lanka and Ukraine. Four of them got cheaper utility and authentication rates and five got dearer ones, and all nine gained an authentication-international rate. How WhatsApp volume pricing and bulk discounts work
The calculator applies WhatsApp volume pricing for you. Enter a monthly volume large enough to cross a band and the breakdown splits into the ladder that produced it, showing how many messages were charged at each rate and what the volume discount saved you against list prices. You do not need to look anything up or do the arithmetic.
Meta calls these volume tiers, and they are the only discount the published rate cards carry. Volume tiers exist for utility and authentication only. Marketing has never had them, and service will not get them. There are six bands, cutting the rate by 5, 10, 15, 20 and 25 percent against the list rate, except in India where the ladder runs to 30 percent.
The bands are marginal, which is the part worth being clear about. Reaching a band does not reprice what you already sent. If the first band runs to 750,000 messages, message 750,001 is the first one at the lower rate and the 750,000 before it stay at the list rate. The breakdown shows each band separately for this reason.
Tiers accrue per market and category pair, across every WhatsApp Business account in the business portfolio, and they reset at the start of each month in the account's own timezone. Only charged messages accrue, so utility you send free inside a service window today does not count toward a tier today, and will once it starts being charged.

Where these numbers come from, and what they are not
Every rate here is transcribed from Meta's own published USD rate cards and volume tier workbooks, linked from the WhatsApp Business Platform pricing documentation. The calculator prices on the card that took effect October 1, 2026, and compares against the July 1, 2026 card it replaced. Meta publishes the same cards in 15 other billing currencies; this tool quotes USD only.
Meta may change rates on the first day of a quarter, so up to four times a year, with at least a month's notice. That means these figures can go stale on January 1, April 1, July 1 or October 1. Check the current cards before you plan a budget against them.
Two things are deliberately not modelled. Meta Business Agent replies are metered per token rather than per message, at two dollars per million tokens, so a volume figure cannot price them. Authentication-international rates apply only once you cross Meta's eligibility threshold, and once you cross it the change is permanent, so the calculator offers that category rather than deciding for you whether it applies.

Frequently asked questions
How much does a WhatsApp message cost?
It depends on the recipient's country and the message category, and the spread is wide. On the current rates, in effect since October 1, 2026, a utility message to India is $0.0014 and one to Germany is $0.055, close to forty times more. Marketing always costs several times utility in the same market. Enter your own countries and volumes above rather than working from a single headline rate.
Does WhatsApp charge for service messages?
Yes. Service messages, meaning your non-template replies inside the 24-hour customer service window, had not been charged since November 2024, and have been billed since October 1, 2026. The rate is the same as utility and authentication in that market, and there are no volume tiers for them.
Are utility templates free inside the customer service window?
No longer. Utility templates sent in reply to a user inside an open 24-hour window were free from July 1, 2025 until October 1, 2026, and are now charged like any other utility template. The calculator prices them as charged under both cards, so a bill that leaned on in-window utility rose by more than the figure above.
Does this calculator include WhatsApp volume discounts?
Yes. Enter your monthly volume and the tier bands are applied automatically for utility and authentication, the only two categories Meta tiers. Cross a band and the breakdown shows the ladder: how many messages fell in each band, the rate each one earned, and the total saved against list prices. Marketing and service are priced flat because Meta offers no tiers for them.
Does reaching a volume tier lower the price of messages I already sent?
No. The bands are marginal. Volume that falls inside a band is charged at that band's rate and nothing is repriced retroactively, so crossing into the second band lowers the cost of the next message rather than the last one. Tiers also reset to zero at the start of each month.
Why is my authentication rate suddenly much higher?
You have probably crossed into authentication-international rates, which have applied in 18 markets since October 1, 2026 once you send more than 750,000 messages outside customer service windows in a rolling 30 days to unique users in those markets. The change is permanent once triggered, and the difference is steep: India is $0.0014 domestic against $0.0304 international.
Does Meta charge when a message fails to deliver?
No. The charge attaches to delivery, not to the send call, so a message that never reaches the handset is not billed. Use delivered volume in the calculator above, which for most senders is a few percent below what you attempted.
